Abstract

This study analyzes the issues in policies advocated by Shinzo Abe in 2012 for promoting active participation by women and explores the problems in enforcing s uch policies. The Japanese government published a growth strategy titled “Japan Revitalization Strategy? JAPAN is BACK,” and announced that promoting active participation by women in the labor force and managerial sectors is central to economic growth. It is a distinctive feature that demands the promotion of women and the revolution of human resources management in companies to realize economic growth. This study analyzes the policies of ministries and agencies, such as the Cabinet, Ministry of Economy, Trade and Industry, and Ministry of Health , Labour and Welfare. There are many strategies that can be employed; for example, transparency, Diversity Management Selection 100, Nadeshiko brand, and positive action. These strategies demonstrate that promoting active participation by women is effective for the management of a business in various ways; however, these strategies require companies to be spontaneous and the presence of strong regulations. Hence, changes brought about by these strat egies can be slow and limited. The target of these policies is restricted to women who are permanent employees only. The Japanese government must design a growth strategy to expand the effects to other women employees who are nonpermanent and attempt to decrease the gap between permanent and nonpermanent women.
