`Deliberation' about `Risk' : Problems on Democracy in Risk Society

Abstract

In this article, we consider the problem of democracy in risk society through examining some concrete methods of citizen participation that is developing in recent years. Along with `New public management', which is being actively introduced in administrative reform movement, and `Citizen workshop', which is based on participate democracy, there are some researches and experiments on ` Deliberative opinion poll' and `Citizens' juries/ Planungszelle', which are inspired by the theory of deliberative democracy. Now, it is a crucial question to involve citizens in the decision making process, because of the decline of trust in the established political and administrative systems. But the structure of `a divergence of risk between danger', which is a source of the contemporary social conflict, suggest the limit of these methods and could raise the new problems.
