Abstract

This paper examined how Japanese teachers discussed the education of Koreans in Japan at the National Meeting for Studies on Teaching organized by the Japan Teachers Union, mainly in the 1950s and 1960s. We focused on the discourse on “race” in particular. The “Education of Japan” (the minutes of the meeting) and an analysis of the local report indicated that the 1950s and 1960s were an important period. During this period, the framework known as the “independence of the Japanese race” was discussed in the subcommittee, as was the education of Koreans in Japan. Two dynamics specifi c to this subcommittee acted on the adaptation of this framework, namely the de-particularization between varieties of themes and the de-localization of the subcommittee participants. This resulted in an ambiguous conclusion. On the one hand, the context provided an incentive and legitimacy to discuss with teachers the education of Koreans in Japan. As the result, there was an increase in the number and nationalization of reports presented by local unions. On the other hand, the issue of the unfeasibility of a “Korean race education” by a “Japanese race” was to overshadow the argument about the education of Koreans in Japan, given the dilemma of the position of Japanese teachers. It is necessary to analyze local reports after the 1970s and to observe differences in the discourse between the “Education of Japan” and local reports. On this occasion, it is necessary to pay attention to the peculiar dynamics found in this report; that is, the nationalism found inside the subcommittee.
