The purpose of this paper is to examine the origin of Malthus’ first Essay on Population. The Essay discussed mainly the population problem. Originally, however, Malthus’ primary interest under the influence of William Godwin’s utilitarianism was not in the population problem but in political economy. According to Godwin, private good wasn’t in harmony with public good in civilized society. Malthus accepted this idea. In the view of Malthus, political economy, originated from Adam Smith, was based on exchange value, which represented private good. In the first Essay Malthus attempted to mold unique political economy based on value in use.
