One public vocational training program for unemployed people is outsourced to private training facilities, in which case the employment rate is judged to be an indicator of the success or otherwise of the program. In this paper, a survey was conducted on 417 people who have participated in a public vocational training program that was outsourced by local authority "A" to a private training facility "Z". An analysis was conducted specifically with regard to the attributes of the vocational trainees, the positioning of theirvocational training, and their employment situation. Although it is thought that public vocational trainees have high homogeneity in the sense that they "undergo short-term vocational training to find employment", the trainees in this case were quite diverse and could be classified into four types. Furthermore, it also became clear that there is a difference in the positioning of the vocational training that has a considerable influence on a trainee’s chance of employment. It is suggested that vocational training be carried out on the basis of the actual circumstances of the public vocational trainees, and that employment assistance should be provided through interactions with the trainees rather than through any one-way assistance.
