Abstract

研究の概要(英文):This paper analyzes the post-earthquake state of small to medium enterprises in regional communities. This paper focuses on the Kamaishi region and analyzes a questionnaire survey and interviews carried out in the area. This study first confirms that various support has been provided in the Kamaishi region by the government, companies, NPOs and other sources. This study also confirms that while this support is achieving results, there is a gap between the support given and the operation of businesses in the area. To begin with, the delay in town planning throughout all of Kamaishi has had an effect on the business plans of individual operators. While tough issues such as land use have made it difficult to expedite recovery and reconstruction plans, poor future prospects are a major issue for eager business operators. This paper also found that while operators have the desire to reopen for business, they are faced with a partial lack of know-how or human resources for when they do reopen. There is of course support made available to assist with these issues, but in some cases, this has not been enough. It should also be noted that even receiving support requires a great deal of work in collecting information and completing documentation needed for the application. Finally, this study also confirms that business activities should not be thought of in terms of economic activity alone. While social networking in the region of course plays a role in reopening for business, this study found that business activities themselves simultaneously build social networks in the region.
