This paper investigates the relation between multilateral settlements and bilateral elements under the dollar shortage after the WWII in an abstract form. Contents are as follows. (1) Pound Sterling under the dollar shortage (2) Medium of settlements and equilibrium of balances of payments (3) "First-category compensations" and "Second-category operations" (4) The final point of first-category compensations (5) Difficulty of second-category operations (6) Ranking and rearrangement (7) Saving by second-category operations (8) The area of the highest currency country (9) Eduction of the general acceptability currency (10) The area of the "limited transferability" currency.
