Description
Jane Addams who founded Hull House, a famous settlement house, in Chicago was one of the prominent progressives as well. She has been regarded as a precursory advocate of social welfare state. In the society dominated by laissez-faire ideology, how could she get such an idea? The purpose of this article is to make it clear that it was an only alternative for Jane, who tried to solve the problems raised by an industrial, urbanized and immigrant-crowded society.
