At first sight the commentary ("Ch'un-ch'iu-kung-yang-ching-ch'uan-chieh-ku" 「春秋公羊經傳解詁」) of Kung-yang-ch'uan 公羊傳, one of the three Ch'un-ch'in-ch'uans 春秋三傳, by Ho-hsiu 何休, scholar of the later Han 後漢, contains a philosophy of history that society and culture develop from 'Shuai-luan' 衰亂 (decline and disturbance) through 'Sheng-p'ing' 升平 (restoration of peace) to 'T'ai-p'ing' 太平 (perfect peace), quite contrary to the historical fact in the era of Ch'un-ch'iu 春秋. This philosophy attracted the attention of some scholars after the middle of the Ch'ing 淸 dynasty; especially K'ang-yu-wei 康有爲, under the influence of European evolutional thought, interpreted it as the philosophy of the three-grade development and adopted it as a classical and theoretical ground for the Pien-fa-tzu-ch'iang 變法自彊 movement. To consider it positively, however, this philosophy of Ho-hsiu 何休 never expound this direct three-grade development, but only the development in the category of Yin-yang-wu-hsing 陰陽五行説. In short, this thought should be defined as an ideological and idealistic theory of circulation, systematized in the Sung-Han 頌漢 idea which insists on absoluteness of the Han 漢 dynasty. It may be very interesting to see that at the end of the later Han 後漢 there appeared the view of the fall of the Han dynasty and the historical theory of social deterioration, reflecting the desolate historical reality of the day and simultaneously the philosophy on the opposite stand-point also appeared.
