日本の教員養成課程における「平和・安全・共生」教育プログラムの現状と課題

今日,教員養成課程には,専門の教科指導能力ばかりでなく,「総合的な学習」の指導のための知識の広さ・探求の手法・教育方法等,様々な資質の育成が求められてきている.本稿では,その指導のために求められているであろう重要課題「平和・安全・共生」教育に関する,教員養成プログラムのあり方を考察する.2004年11月から2005年1月にかけて,教員養成に携わる私立,国公立の大学446大学(全国私立大学教職課程研究連絡協議会に加盟する私立大学324大学,国公立大学119大学)の教職課程に調査用紙を郵送,「平和・安全・共生」教育のできる教員養成プログラムが用意されているか,用意されている場合,それらはすべでの教職課程履修者を対象としているものか否か,どのようなカテゴリーで開講されているか,どのような授業か,その実態を調査した.その結果,教員養成の2つの課題が明らかになった.第一に,教員を目指す学生には,「平和・安全・共生」に関する基礎的な知識とともに,彼ら自身の考え方・生き方の啓蒙を図ること,第二に,「平和・安全・共生」に関する現代的な問題を多く抱えた子どもたちの教育に従事できる指導力をいかに育成するかの課題である.

Today, teacher certification programs are expected to equip teachers not only with teaching skills of their specialty, but also with diverse qualities: such as a wide variety of knowledge, research styles, and education methods. This study examines teacher certification programs, specifically focusing on the education of "peace, security and conviviality," which may be a part of a teachers' expected knowledge. A questionnaire was distributed to 446 public and private universities (324 private universities are members of The Nationwide Private University Research Liaison and 119 are public universities) between November, 2004 and January, 2005. The questions include (1) whether there is a teacher certification program that trains the students' teaching skills in the areas of "peace, security and conviviality"; (2) if so, whether the program is a requirement for all the students that are taking the teachers' certification program; (3) for what categories the classes are offered; and (4) what kind of classes they are. The results indicated two kinds of problems in teacher certification programs. First, it may be essential to enlighten the way of thinking and the way of life of the students who want to be teachers themselves, as well as teaching the basic knowledge of education. Second, it may be necessary to develop ways of training the students' teaching skills to work more effectively with children dealing with today's problems.
