Abstract

This paper is going to take up the "Kokokufūkōron" written by HANEDA Ayaharu in 1915. The book is to relate the dawn of modern tourism in the Shiga Prefecture, Japan. Probably it is also the first book that tourism in the Shiga Prefecture was discussed by a local person. HANEDA was a writer who published some Buddhist writings and he also directed his attention to versification. The main reason why I took up the book "Kokokufūkōron" is to understand the book itself and the details of its contents. During the process, I assumed that by dealing with the book, I would understand the history of tourism policy in the Shiga Prefecture. One cannot say that there are enough materials collected, but as an essay, concentrating on recognition of tourism by a local person, I can provide this survey. In addition, the future direction of tourism policy in Japan is demonstrated through the above consideration.
