An Assessment of Living Conditions among Older Persons Who Live in Permanent Public Apartments : Centered on Complaints of Older Victims of Hanshin-Awaji Earthquake after Five Years

Although previous studies have found that older victims of Hanshin-Awaji Earthquake have lots of problems, they have not sufficiently investigated their complaints. This article presents an assessment of life condition of 219 permanent public apartment older residents, who were relocated to the apartment after Hanshin-Awaji earthquake. We explained the purpose of our study to life-support advisers (LSA) and other support parties. They delivered our questionnaires to 1,764 older persons whom they took care. Any of them who agreed to cooperate with us answered the questionnaires and sent the written questionnaires by mail. 26.9% of them answered and sent back properly. 46.2% of the persons who sent back the questionnaires also described their opinions freely in the sheets. We analyzed the answers and picked up several items. The data were categorized into 7 categories, such as 'Environment,' 'Community,' 'State of Mind,' 'Social Support,' 'Economy,' 'Administration,' and 'Health.' The most numerous descriptions were about 'Environment'(30.3%). Next were about 'Community'(19.0%) and Social Support.'(11.6%) While we have found a lot of negative responses about 'Environment,' 'Community,' 'Economy,' and 'Health,' all the descriptions about 'State of Mind' and 'Social Support showed positive responses. This result indicates that we have to solve problems about environment and community of permanent public apartments for older residents. We have found that they sufficiently appreciate social support. So we have to continue visiting support to them. Furthermore it is important to establish more effective communication between people.
