Psychiatric disorders have been covered by the Japanese national health care policy since 2013, and there has been increased public awareness that mental health is an important issue for Japanese people. In this context, the responsibilities of psychiatric social workers have grown because they are required to provide care for individuals with mental disabilities, who have disorders combined with disabilities, from the aspect of both health care and social welfare. However, no consensus has yet been reached on the position of psychiatric social work(PSW) in the general field of social work(SW), nor in its position when compared to social welfare that has integrated it. The present paper discusses the following four points:(ⅰ) With universal implementation of researchoriented clinical practices, the inductive characteristics of SW with an emphasis on narratives have been dominant in recent years.(ⅱ) The field of social welfare has established its foundation as an academic discipline by placing more importance on SW compared to social policy.(ⅲ) SW can be distinguished from PSW by focusing on its deductive characteristics derived from legal paternalism.(ⅳ) The study of mental health and welfare, which theorizes PSW practice, is a unique scholastic system designed to address the problems of individuals from an interdisciplinary perspective.
