本稿は，情報化社会における中間組織と公共性，そして制度に関する「覚え書き」として，まずベラーらが著した『善い社会』での論点を参照しながら従来の議論を振り返り，今後の課題を整理した。次いで，2020年の新型コロナウイルス感染症（COVID-19）問題は制度の変容を考える上で格好の事例を提示していることから，筆者らが所属するそれぞれの職場でのコロナ禍への対応や業界の変化について，中間組織，公共性，制度をキーワードに検討した。その結果，既存の中間組織が機能不全に陥っていることが今回のコロナ禍によってより鮮明になったこと，コロナ禍をきっかけとした様々な変化の方向性が「善い社会」に向かうか否かは不透明であるが，「善い社会」に向かうためにはそれぞれの中間組織が主体的に関与していく必要があること，そして「大きな社会」で民主主義を実現していくためには，中間組織を介して異種の制度の間に活発な対話を生み出すこと，を結論として述べた。This study first reviewed conventional arguments on intermediate organizations, publicness, and institutions in the information society, referring to points at issue in Robert N.Bellah et al.'s The Good Society, and examined future tasks. This study next investigated a）countermeasures against the 2019 novel coronavirus（COVID-19）calamity at each workplace to which the authors belonged and b）the changes in industries using intermediate organizations, publicness, and institutions as keywords because problems with the COVID-19 infection in 2020 present suitable cases for examining institutional change.Consequently, the COVID-19 calamity revealed that existing intermediate organizations became dysfunctional in their failure to respond. Although it was unclear whether the direction of various changes triggered by the COVID-19 calamity was toward the "good society," each intermediate organization must independently participate in the corresponding change in order to achieve the "good society." To realize democracy in the "big society," active dialogue among different types of institutions must be created through intermediate organizations.
