This paper is a continuation of a previous study which appeared in this journal last year. The subject is to examine the long-term change in the distribution of land ownership in Nihombashi and Kyōbashi Wards (the two wards that form Chūō Ward today), the most commercially developed areas in Tokyo. Before the Meiji restoration, land ownership was distributed highly unequally in Tokyo because approximately 70% of Edo territory was owned by Daimyos. A large part of the total land in Tokyo City was owned by ex-daimyo/hatamoto and wealthy businessmen even in the early Showa period. Large land ownership shifted from personal owners to corporate owners with industrialization or commercialization in Tokyo City, accompanied by the concentration of landownership before the outbreak of World War Ⅱ. Due to the heavy burden of property tax levied as a temporary tax for just one time on individuals for the purpose of securing state income and of redistributing the wealth, large-scale landowners sold their land to the tenants. This resulted in the sudden appearance of a huge number of small-scale landowners. Estimates of the Theil index of land assets proved that landownership came to be more unevenly distributed during the prewar period. As the Theil index slightly decreased after postwar reforms, it seemed that the long-term upward trend of landownership inequality came to an end in the late 1940s.
