Abstract

In an earthquake or other disaster, many people have difficulty returning home due to the shutdown of transportation. However, due to the limited capacity of evacuation shelters, they are not able to accommodate all the evacuees, and some evacuees may be sent from one evacuation shelter to another. The allocation of shelters to residents can basically be planned in advance by assigning them based on their addresses. However, it is not possible to allocate evacuation shelters to a large number of non-residents at their workplaces or tourist areas. On the other hand, with the widespread use of smart phones and the development of human flow measurement technology, it is becoming more realistic to measure the population distribution and the pedestrians' speed in real time. In this paper, we propose a method of guiding evacuees to evacuation shelters based on the number of evacuees or their speed. In the proposed method, the allocation of evacuees to evacuation shelters is determined using the minimum cost flow so that the total travel time or distance for evacuation is minimized. Through simulation experiments, we show that the proposed method is effective in avoiding the multiple guidance for a single evacuee and reducing the travel time.
