At first,the Convention of 1924 intended to collect the debts to the U.S. through supervising the Dominican finance. But after Trujillo seized the power in 1930, the State Department thought that the Convention was needed to restrain theドTrujillo's dictatorship, because his brutal activities made serious problems to fulfill the Good Neighbor Policy. As a result, the State Department faced the situation, where it should be decided whether the principle of non-intervention of the Good Neighbor Policy should be kept or Trujillo's dictatorial activities should be restrained through the Convention of 1924. Finally, the U.S. abandoned the Convention because it was judged that keeping the Convention had bad effects to the Good Neighbor Policy even if it was used in order to restrain Trujillo.
