Recently, it became a very important role for higher education to foster professionals. For universities, it is an easy way to present that they are “contributing to society” by providing professional education. However, there is a big problem; the process of professional education cannot be established. Each professional has its own way to develop their skills. Every professional needs higher education in their education pathways, of course, but the weight is different. In this paper, we observe actuary education, where mathematical knowledge and skills are necessary, and we have also shown that actuary cannot be completed only within higher education. To become an actuary, one must pass two examinations. The first exam requires mathematical knowledge and calculation skills, and in addition, the second requires practical skills for insurance operations. Therefore, to pass the second exam, it is not enough to be educated in universities. At the same time, there are various programs provided in universities but their continuity is not ensured enough. The author asked the Institute of Actuaries of Japan about their attitude toward actuary education and their expectations for higher education. Based on the interview, we conclude that actuary education system is well-established in comparison with other professional education such as medical education. The second examination of actuary qualifies practical skills, and there is no such exam in other professional education. In this system, universities need to expand and deepen the professional knowledge and theory of their students, rather than developing practical skills for professional education for its own sake.
