インターネットをめぐる政府と民衆との関係は、時代の変遷とともに推移していった。両者の関係は、インターネットの性格のみならず、国際政治や国内政治においても重要な影響を与え得る。　ソーシャル・メディアが普及していった時期には、「アラブの春」に代表されるように政府によるインターネット・コントロールを乗り越える形での政治変動も確認された。ところが、年月が経つにつれ、政府の側はソーシャル・メディアを含める形で、再びコントロール力を回復していった。　同時に、サイバーセキュリティの観点から、インターネットの監視が不可欠であるという認識も高まっていった。外国勢力が、民主主義国の選挙に介入し投票操作を行えないようにするためにも、サイバーセキュリティ能力を高めることが重要となっている。治安維持とプライバシーという2つの価値観がぶつかる中、人びとは、治安や秩序の維持を優先させようとする傾向も確認される。　今後注目されるのは、各国政府が巨大テック企業に対してどのような形で関わっていくことになるのかという問題である。この問題は、主に米中間で繰り広げられ、今後ますます加熱していくと考えられる。厄介なのは、これらの攻防は、主に私企業が提供するプラットフォーム上で行われ、アルゴリズムがブラックボックスに覆われている点にある。この状況は、「民主主義の後退」という現象を、今以上に加速させる可能性がある。

The relationship between governments and the public regarding the Internet has evolved over time. This relationship has a significant impact on the nature of the Internet and on international and domestic politics.　 During the rapid growth of social media, we observed political changes that significantly restricted governments’ control of the Internet, as exemplified by the Arab Spring. However, as the years went by, governments regained control of the Internet, including social media.　 At the same time, there was a growing recognition that Internet surveillance is essential for cyber security. In order to prevent foreign influence from manipulating the vote by intervening in elections in democratic countries, it is vital to enhance cyber security capabilities. While the two values, security and privacy are in conflict, there is a tendency for people to prioritise keeping security and order.　 The focus for the future will be on how governments deal with giant tech companies. This issue is primarily playing out between the U.S. and China and is likely to become increasingly intense in the future. The annoyance is that these offensives take place mainly on platforms provided by private companies, while black boxes cover the algorithms. This situation could accelerate the “democratic recession” phenomenon further than it already has.
