Through a critical survey of the “political performance hypothesis” and “connection (Guanxi) hypothesis” in the promotion of cadres in China, this paper puts forward a new hypothesis that political performance is the necessary condition for promotion and that connection accelerates the promotion process. However, the content of political performance varies from time to time. I use detailed career data of 29 grassroots cadres of S city, Henan Province, to verify the above hypothesis. Although there are exceptions, all but one of the promoted cadres had excellent political performances. On the other hand, it can also be confirmed that cadres with special connections will be promoted faster.
