This article is a critical examination of the neo-classical economic and the statist (institutionalist) approach, which have become the representative analytical frameworks in the genealogy of development studies, especially in the debate over the quest for the factors of the “East Asian Miracle,” in the context of economic globalization since the 1990s. In their place I show that the Global Value Chain (GVC) approach is effective in considering the industrial development issues of developing countries. Further, I analyze the Mexican automobile industry, focusing on the development of industrial cluster in the “Bajio” district, which has emerged as a growth hub especially after the 2000s. In that process, it became clear that the GVC pattern has gradually changed under the situation of the rapid increase in foreign direct investment by Japanese automobile and auto-parts companies in Mexico. Finally, I examine the issues of supporting industries (SIs) in the Mexican automobile industry, which have brought about structural development issues in the country, based on a comparative analysis with Thai automobile industries. It is shown that the supporting industries are still far behind and, as a concluding remark, that active SI promotion policies by central and local government are needed more than ever.
