Abstract

Japan’s Ministry of Health, Labour, and Welfare publishes data that lists the occurrence of occupational accidents, etc., in Excel format. The Excel data are not particularly machine-readable, and various problems can occur when processing, editing, and analyzing the data using computer programs such as natural language processing technology. Therefore, I investigated machine-readability issues using the “Standardized Rules for a Machine-Readable Data Format in Statistical Tables” provided by the Ministry of Internal Affairs and Communications. In addition, I identified the problem of typographical errors and notational fluctuations in formatted data items. Based on these issues, I made the following recommendations: (1) utilize database systems to prevent errors from occurring and (2) publish the data in a semi-structured data format that can be described in text files.
