<p>Comprehensive Design System for Estates is a system in which multiple sites are regarded as single one, and various regulations regarding buildings are relaxed. This system has been utilized in the construction of housing complexes, but it has also caused problems in the implementation of revitalization projects, including reconstruction. The purpose of this study is to discuss the utilization of the system in Fukuoka City based on the process of legal development, and to examine the problems that the system has in promoting the renewal of housing estates.</p>
