The purpose of this paper was to examine the impact of COVID-19 on local orientation. To determine whether the effects of COVID-19 restricted inter-prefectural migration at the time of entering university, we limited our analysis to those who graduated from high schools in Japan and entered universities in Japan. As a result, we confirmed that the rate of students entering university in their home prefecture declined from 2019 to 2020, and then increased from 2020 to 2021. It was also confirmed that, except for private universities, the increase in the rate was more significant than the decrease. In particular, we found a relatively substantial increase in the rate of students entering university in their home prefecture at public universities.
