Abstract

This paper examines the idea of a “resilient society ” from the time perspective of the “ Post-Nankai Trough Earthquake (NTE) / Pre-Great East Japan Earthquake (GEJE) period,” which isopposite to the common sense perspective and is based on the idea that the seemingly selfevident perception of the Post-GEJE / Pre-NTE period obscures the problems facing research and practice related to disaster risk reduction and reconstruction. First, from the common sense perspective (i.e., the Post-GEJE / Pre-NTE perspective), the authors look back on the past decade, focusing on tsunami evacuations, community-based disaster reduction plans, and special early warning systems for the NTE. However, the delay in reconstruction and the rapidly fading memory of the impact of the GEJE indicate that Japan has not yet reached the Post-GEJE stage in earnest, and negative events such as extreme pessimism and rapid depopulation, which can be described as “pseudo-disasters” in regions where severe damage is expected in the coming NTE, indicate that the regions have already entered the Post-NTE stage. The authors discuss these circumstances based on the concept of “sai-kan ”(i.e., between or within disasters), arguing that considering the present moment as “with-GEJE / with-NTE ” rather than “Post-GEJE / Pre-NTE” will lead to a mature “resilient society.”.
