This paper discusses recent efforts to promote renewable energy in Japan and China from the perspective of strategic initiatives to achieve regional revitalization and independent economic development. Efforts to revitalize local economies through the development of renewable energy in Japan (Iida City and Minamisoma City) and China (He Long City)shows a certain degree of homogeneity, namely that many renewable energy-related projects in both countries are highly dependent on specific strategies and policy implementation by governments and they are highly dependent on investments from outside the region, and as a result, capital circulation and spillovers within the region must be limited. On the other hand, there are differences in the methods and effects in the two countries due to differences in natural geographical conditions and the characteristics of socioeconomic system, particularly in the relationship between government and business, central and local governments, and initiative of local residents.
