[要旨] 本研究は、千葉市稲毛区周辺を対象とした、産学連携によるコレクティブ・インパクトの組織設立の検討から、コレクティブ・インパクトを用いた人口減少問題へのアプローチの方法論について示唆を得ることを目的とする。コレクティブ・インパクトとは、複雑化する社会課題に対して、異なる主体が協働し課題解決に導く手法である。本論では、その理論的枠組みと人口減少問題の関係について述べ、千葉市稲毛区周辺の社会課題解決を目指す「稲毛コレクティブ・インパクト」の組織の設立の過程を明らかにした上で、コレクティブ・インパクトを実現する５つの要素（共通のアジェンダ、共有された評価システム、活動の相互強化、継続的な対話、取組みを支える組織）から特徴と課題を考察した。

[Abstract] The aim of this study was to obtain ideas for creating a methodology to address the issue of population decline through the use of collective impact, specifically by conducting a case study on the establishment of a collective impact organization involving industry-academia collaboration in Inage Ward, Chiba City, Japan. Collective impact is a method in which various actors cooperate to solve increasingly complex social issues. In this paper, the author describes the theoretical framework of collective impact as well as the relationship between collective impact and population decline. Then, the author clarifies the process of establishing Inage Collective Impact, an organization aimed at solving social issues in Inage Ward, and discusses its characteristics and challenges based on the five elements of collective impact： common agenda, shared measurement systems, mutually reinforcing activities, continuous communication, and backbone support organizations.
