近年文化観光推進法に代表される文化観光政策では、文化の保護や継承と経済振興を観光によって循環させることが試みられている。本稿では、これからの文化観光政策の今後のあり方を模索するため、これまでの「文化」と「観光」の位置関係の変化の検証を試みた。その結果、「文化」と「観光」の組み合わせは、近代国家の誕生や戦後復興などの時代の転換点において重要政策であり続けてきたこと、政策立案にあたって一部の地方自治体が主導的な立場をとってきたことが明らかとなった。他方で、「文化」に「観光」を接続するにあたっては、「観光」に軸足が置かれ、必ずしも保護が念頭に置かれていたわけではなかったことが明らかとなった。In recent years, cultural tourism policy, as typified by the Cultural Tourism Promotion Law, have been seeking to circulate the protection and transmission of culture and economic promotion through tourism, but we are only at the beginning of this process. This paper examines the changes in the positional relationship between culture and tourism and explores the future of cultural tourism policy. The result is that it has became clear that the combination of culture and tourism has been an important policy at particular points in history, such as the birth of the modern nation and postwar reconstruction, and that local governments have often taken the lead in policy making. On the other hand, in connecting culture to tourism, it is clear that the focus was on tourism rather than protection.
