抄録

This paper aims considering about public education in the coming era, especially in the world of after pandemic COVID-19. For such occasions, we had compared situation of legal systems of "Right to Education" on the East Asia Countries (Japan, China, Mongolia, and Russian Federation). As a result of this research, it became evident that two situations. Japan and China are premised on guaranteeing the "right to education" at schools (Obligations of School Attendance). On the other hand, Mongolia and Russian Federation are recognized various educational forms as public education, based on the premise of meeting the national standards (Obligations of Education). From these comparisons, public education does not necessarily have to be premised on school education, and it is important creating how to guarantee the Right based children. These difference of each countries make the difference adopting Online Education. It is momentum reconsider the existing educational systems, and clearly show that crucial function served by the schools. Now is a good time to rethinking the public educational system for compatible with the "Rights to Education" and "human rights for health".
