In recent years there has been a remarkable growth of interest in the town building considering barrier free. However，there seems to be the gap between administrative understanding of the welfare and handicapped person's expectations for the town building. Therefore，the public space should be constructed based on universal design. It means gentle design to all people. The main purpose of this work is to consider what important role the ordinances play in the town building considering the welfare. Accordingly，we made a survey of the ordinance for town building considering the welfare of local governments and made clear the enactment of the ordinance and its details. As a result of this analysis, the problems of the ordinance for town building were made clear.
