This paper aims to discuss the factors behind the sluggish foster parent system based on the historical trends of the foster parent system in Japan. As a result, it is considered that there are factors of Japan's ideological and religious background, factors of policy problems, and factors of involvement with foster parents. The most important factor among the factors is the ideological and religious background. In Japan, there are more adoptions than using foster parent placement because of the strong "home" consciousness rather than protecting children. We also have a strong desire to raise our own children. Therefore, it is conceivable that they will be reluctant to use foster parent placement. For this reason, Japan's policies have become reluctant, and the problem of assistance to foster parents has arisen, creating a vicious cycle in which foster parent entrustment cannot be promoted.
