The International Covenant on Civil and Political Rights imposes various obligations on States parties to effectively implement the Covenant, including negative and positive obligations. The Human Rights Committee interprets the Covenant when it examines reports submitted by the states or complaints submitted by individua(l s), and the Committee adopts concluding observations or views, respectively. In addition, the Committee has adopted general comments as well. Strictly speaking, these documents are not legallybinding, but travaux préparatoires and subsequent practices of the Committee show that it has strived to make them effective by repeatedly asking the states to observe its interpretation as much as possible, and the States parties are accountable for how much they have(or have not)implemented the recommendation. Today, the documents adopted by the Committee are recognised as reasoned and authoritative interpretation of the Covenant, and all States parties are responsible for faithful observation of them. Japan is no exception, and it has to discharge its duties and responsibilities imposed by the Covenant and held by the Committee, especially accountability.
