Abstract

There has been considerable research on central employers' organization such as Japan Federation of Employers' Associations. However, research on local organizations has been limited to the reconstruction period after World War II. The purpose of this paper, therefore, is to elucidate the role of local organization of employers' associations by analyzing the major initiatives of Kansai Employers' Association, a representative local organization of employers' associations, since the oil crisis. The association's initiatives covered in this paper are the response of local organizations to the post-oil crisis spring wage negotiation, policy advocacy activities on the annual increment system, employment policy activities by labor and management, and the integration of economic organizations. As a result, it reveals that the role of local employers' associations has been changing with the times. This indicates that the associations have been forming codes of conduct for companies that is required of the times, reflecting the local situation.
