Abstract

<p>Unstructured interviews were conducted with two people involved with the Kawasaki Model of aid activities implemented by Kawasaki City. The interviews focused on cooperation with new aid organizations, and specifically how government authorities and various aid organizations engage with and undertake aid activities. The results indicated that when those involved in policy making and implementation were temporarily loaned to private organizations, they were able to acquire new experiences and skills, and that this relationship between local governments and private organizations would lead to further aid activities and development outside the Kawasaki region.</p>
