Abstract
<p> The importance of utilizing IoT (Internet of Things) and ICT (Information and Communication Technology) is increasing. Importance of information system planning is also increasing because there is a lot of demand for new business by using big data, and/or productivity significant improvements of products. However, a report says about 50% of the implementation of information systems resulted in failure. The authors consider that there are many cases where smooth introduction does not proceed. One of the causes of the problem we regard is “requirements are not appropriately defined”. In this study, we proposed “guideline about ensuring a quality for requirement definitions” which is focusing before/after requirement definitions of super upstream process, in order to solve the cause of the problem.</p>
