<p>Agile development is typically implemented under a quasi-delegation contract. Despite this, its application remains sparse within Japanese government agencies, and the processes that should be implemented throughout the development journey are unclear. Therefore, this study clarifies the processes that are generally considered necessary when the government conducts agile development under a quasi-delegation contract, and then confirms the extent to which the Tokyo Metropolitan Government's agile development project in FY2022 practiced these identified processes. The findings aim to elucidate the necessary and feasible processes when government agencies conduct agile development under a quasi-delegation contract.</p>
