In 2016, the Ministry of the Environment compiled the “National Park Mankitsu Project (Project to Fully Enjoy National Parks)” following the recommendations of the “Tourism Vision to Support Tomorrow’s Japan” Expert Committee established under the Abe Administration within the Cabinet Secretariat. The ‘National Park Mankitsu Project’ was established to achieve a tourism-oriented policy by branding Japan’s national parks as world-class ‘national top parks’, based on the Abe Government’s neo-liberal approach to deregulation. This “National Park Mankitsu Project” aims to attract 10 million foreign tourists by 2020, to increase the falling number of visitors to the national parks, and to revitalize the declining national park system. It aims to rejuvenate the region and to improve economic effects. Between 2016 to March 2023, the “National Park Mankitsu Project” examined basic policies at the “Expert Meeting”, acting to promote the use of national parks for tourism. Indeed, the ‘National Park Mankitsu Project’ has developed and implemented infrastructural improvements and new measures for the use of national parks, which had been neglected in the past. However, the ‘National Parks Mankitsu Project’ focuses excessively on promoting the use of national parks for tourism that it has neglected the nature conservation aspect of national parks, which is a fundamental purpose of national parks. They have implemented and trying to implement extreme policies that have led to the destruction of nature and environmental damage in national parks. The task of this paper is to study the activities of the “National Park Mankitsu Project,” and to critically examine the excessive policies that the “project” is implementing or intending to implement that will result in the destruction of nature and damage the environment in national parks.
