Abstract

The purpose of this paper is to elucidate the quantitative transition, the main themes and the process of their transformation in the postwar Japanese Diet, concerning certified social worker, the national qualification for social work profession in Japan. For this purpose, this paper conducted a quantitative textual analysis of the proceedings of the Diet. As a result, the number of discussions on certified social worker has been gradually increasing quantitatively, and there are 10 main themes such as “certified social worker as a professional qualification for welfare, national examinations and qualifications for examinations” etc. It is also clear that the themes have changed over time, with the first period mainly focusing on the qualification “system” and the second period mainly focusing on the content, place, and staffing of “support” for various subjects such as children, elderly people with dementia, and people who have been sentenced to prison.
