Abstract

In June 2023, the Japanese Diet passed the Immigration Control and Refugee Recognition Act, enabling the forced repatriation of individuals to their home countries even during their asylum application process.  This paper explores why Japan attempts to exclude refugees (undocumented foreigners) seeking aid; why social worker organizations, committed to upholding human rights, remain silent on this matter; and why the Christian Church, guided by biblical teachings of compassion towards sojourners, shows such limited concern about this issue. The paper comprehensively examines the legal framework and current state of the immigration system; the global definition of social work and issues with national certification; the philosophical rationalizations for exclusion and the Emperor System; and theological challenges faced in practicing Christian social work.  The conclusion delineates: (1) the state’s duplicity in skillfully navigating between the facade of a symbiotic society and the underlying intent of exclusion; (2) the challenges faced by nationally accredited social worker organizations adopting defensive postures; and (3) theological challenges in the Christian Church, which, despite clear biblical directives, remains largely apathetic.
