「いじめの重大事態の調査に関するガイドライン」（改訂版）の学校や学校の設置者に関する章 を旧版と比較した。改訂版では，学校や学校の設置者の平時の備えの章が新設され，また，事実関係の 明確化，被害者側の申立ての重視，記録の保存，被害者側への説明や意向確認，関係生徒等への情報提 供に関する同意，加害者の成長支援，警察への通報や相談，再発防止策の実施などが強調されており， 不登校重大事態の説明も増えていた。
