<p> The process of “sixth industrialization” may be regarded as a process of restructuring the local industry in “shrinking” rural village communities. This study, through the case of Kiso-town, first, has tried to demonstrate that shrinking local industry would develop a sixth industrialization, second analyzes the factors why they could be developed on the management foundation which is weakened by “shrinking”. In the third, it shows their significance which would be caused by differences of business entities.<br> The result can be summarized as follows; In the case of the local-communities-based type, the functions of the traditional local industries have been decomposed, and out-sourced to small multiple businesses. They accordingly have formed the “sixth industrialization” in the region, by complementing each other. The local-industry-based type has, not only expand the economic activities by introducing the resources such as human resources, technology and capital from outside, but also taken over the local functions that the communities used to be responsible for.</p>
