<p>When the “Library Law” was amended in 2011, it was stipulated that electronic literature should be included in the library materials that public libraries should collect. However, according to the survey conducted by the Ministry of Education, Culture, Sports, Science and Technology in 2015, the number of libraries that provide electronic materials to their users was about 16% in Japan. In this paper, the author discussed the significance and effectiveness of introducing e-book lending service to public libraries from two viewpoints: (1) relationship between publishing and public library, and (2) role of prefectural libraries in Japan.</p>
