Abstract

Under the title "Photocopying in Libraries and Copyright", I intend to seek a better solution to such problems as : whether the photocopying of books by means of the so-called "Inter Library Loan" falls within the "reproduction in libraries" permitted under Article 31 of the Copyright Law ; transmission and reception of photocopies of books by means of FAX ; transmission and reception of photocopies of books by use of Internet like Ariel in recent years; etc., in considering the observations of the Agency for Cultural Affairs and scholars on these problems and taking into account the developments in negotiations between the JPRRC, the right holder, and the University Libraries, the users.
