Research evaluation seems to become a great social concern. In relation to this trend, bibliometrics is attracting public interest as an objective or quantitative method for the evaluation, in which number of published papers and number of citations are commonly used as the effective indexes. However, general understanding of bibliometrics appears to be so superficial as is seen in easy references to the impact factor. The paper investigates the relation between the framework of research evaluation and bibliometrics, and then applicability of bibliometrics is discussed with reference to the authors' study experiences.
