In France, the Act of Grand Paris is established in June, 2010, as a social and economical city planning of the Paris and Île-de-France region in order to embody the national profit. Besides, the leading position of national government toward enhancing the international competitiveness of urban area is put forward. Similarly, the Japanese central government promotes the formulation of strategy in order to enhance the international competitiveness of metropolitan region. We describe the structure of the commitment of national government, acquirement of consistency among several plans and effective security, broad-based coordination between national government and related regional governments and the specific method and actual conditions of speeding up the administrative procedure.
