Abstract

This paper aims to clarify the situation and the prevention subject of the violation of building agrement, conductingsurveys of 2 agreement areas in Ibaraki pref. One is T area where the residents' steering committee has carried outprior consultation with the resident supported by the administration, the other is S area with no residents' committee.In S area, the violations have occurred at leaset 35.2% of the lots. In T area, at the lots where the violation wascorrected, residents didn't understand contents of the agreement well and violated them, and at the lot where theviolation was not corrected, residents understood contents well and recognized the violation. For prevention of theviolation, the most important thing is that residents understand the agreement well. In S area, residents have theproblem of adjustment of agreement's regulation and the residential section plan, that's why many violation haveoccurred. It's required the residents' steering committee's appropriate measures devised to deal with the problem.
