- まちづくり条例に基づくテーマ型まちづくり提案制度の意義と課題
Abstract
Recently some municipalities have institutionalized Theme-based machizukuri proposal system as part of the machizukuri ordinances since around 2002. In this paper, authors aim to reveal the significances and the problems of the systems through investigating the 12 municipalities in Tokyo, Kanagawa, Chiba and Saitama. From these 12, we choose Komae City and Nerima Ward for the case studies. Consequently this system can cover broad fields of machizukuri which recently has been divided into different sections, making it hard to understand from comprehensive point of view. Also this enables citizens to plan visions or design actual places which are not owned by citizens but are important in their city such as the parks, streets and so on. On the other hand, the systems have weaknesses, especially because of immaturity of the system people cannot be sure of what is going on after proposal which cause to diminish incentives to continue to use the system.
