The Musashi-kosugi railway station development area in Kawasaki-city and Makuhari Bay-Town area in Chiba city are chosen as the two case- study areas. The result of this study clarifies the following 4 points as the essential factors for self-sustaining area management organizations in residential areas, namely, "sufficient human resources and financial resources", "trust-based partnerships with local communities", "establishment of management systems for local common values and community interest including hardware and software", and "rules for well-balanced benefits and burdens."
