Description
Many urban redevelopment projects have been implemented using Planned Development Design System (PDDS), which is one of the most common incentive FAR bonus systems in Japan, because of its flexibility. This study aims to clarify how the local municipalities have operated PDDS that the national government established around 45 years ago. In particular, we investigate how three cities (Tokyo Metropolis, Osaka City and Yokohama City) have changed their operational criteria of PDDS as they faced their own urban problems from time to time. Overviewing the changes of the national government's technical criteria of PDDS, we discuss the differences and similarities among the three cases.
