抄録

Although the importance of public involvement in planning and designing infrastructure such as urban highways has recently recognized, the process and know-how of public involvement has not yet established in Japan. In this paper, in order to find the point of public involvement by scrutinizing the process of completed case project, authors made a detailed study of a urban highway project. Nishi-Ohmiya bypass of National Road No.16 was chosen as a case project because it took 35 years to complete mainly because of the public opposition. By studying the process of the case project and by analyzing the result of questionnaire survey conducted in the case area by authors themselves, the importance of 'silent majority-involvement' as well as information disclosure was made clear.
